Instead of heat, you could try going the other way, as it were - a freeze spray might work. Amazon has some listed at around £12 a can.

'Parc Fermé' indoor bike cover. Good quality cotton, measures 1.5m long, 1.3m at highest point. Few marks on one side, but no holes/damage.
